Officer Frank Phillips choked 21 year old Jarod Dotson into unconsciousness, as two of his fellow officers stood by.
Dotson was handcuffed and completely helpless to resist Phillips' assault.
Anyone without a badge would be serving prison time for this disgusting human rights offense, and I for one don't believe that a piece of metal pinned to my chest makes me immune to prosecution.
Phillips was fired from the force, but will be allowed to retire on our tax dollars, the other officers were given paid leave.
We hereby petition the Obama administration to ensure that criminal charges be brought against these officers.
