1) A committee should be formed, independent of the DOJ or FBI, that consists of 11 members who are from fields ranging from former police officers to psychologists and sociologists, and human rights lawyers, to review every police involved shooting and recommending possible actions ranging from judicial charges or police reform suggestions to local jurisdictions who then have the choice to follow suite, if the local police force chooses against following the orders, the committee can use majority veto power to enforce its ruling. This would also be used in conjunction with a mandatory day of service, weekly, bi-weekly or monthly depending on the size of the police department in which officers involve them selves in the community through charitable service while in uniform.
