Bring Social Security back to its original purpose.

The original intent of Social Security was to give the American worker a fund that could be counted on with retirement. In the 1960s the Supreme Court declared it to be a "tax" and it became an entitlement. It was then put in the general fund and Congress was able to draw on it with impunity. This petition is to bring Social Security back to its original intent for the American worker. It is not an entitlement and it is not a tax. It is to be taken out of the general fund and Congress cannot draw upon it. Upon retirement the individual will receive the full amount afforded him based on his and his employer's contributions. Only the worker and (upon his death) the beneficiary are authorized to draw on this personal fund.
