Keep the troops at work, but bring them home to do it!
It's a fact that being a member of the military is a job, and many choose to re-deploy after their contract is up due to the fear of not working. But to serve your country doesn't mean you need to be put in harms way to do it! By bringing home troops from their deployments abroad, but offer the chance for them to stay under contract with the Military in an domestic service capacity. Companies of troops can be used in a to compliment the DOT and be contracted to rebuild roads, bridges, input fiber optic cable underground , put up cell phone towers, rail road track etc, etc.
