Bringing water to the west would create jobs, grow the economy, and help to alleviate spring floods. This is a no brainer.
Solar power works better when it is decentralized. Push solar power in housing. Drive the price down. It will take the gov to make it affordable. This will impact the environment more than anything else suggested.
