For fairness and true assistance to average Americans to be achieved by the new mortgage refinance laws (during the country's ongoing economic woes, and while financial institutions continue to stifle the economy by refusing to help the very people who contributed to their bailouts...taxpayers), serious consideration must be given to increase the number of citizens eligible to benefit from the law.
The law will not solve the housing problem, but can certainly be strengthen to force the unwilling banks to exercise their power (which they received through the taxpayer-sponsored bailouts) and participate in the nation's recovery, instead of sitting on the sidelines and watching American homeowners suffer.
