brooklyn ny coney island houses dover de silver mill apartments noise from neighbor complaints sleep deprivation torture

Comment/Question: Website: http://www.ohchr.org/EN/HRBodies/HRC/Pages/HRCIndex.aspx 3028 W 29th St in Coney Island Houses in Brooklyn,NY 11224 since 2009;I visiting family all of a sudden noise from neighbor upstairs at Hiawatha Lane in Silver Mill Apartments in Dover,Delaware, 19904 started banging on floor 12-9-14, around 2am. I called Dover Police Dept. last month about this problem. I filed a complaint with F.B.I.;H.U.D.I feel there is whistleblower's retaliation involved because there is another neighbor next door who started doing the same thing ;D.O.H. harassed, and stalked tortured by this neighbor by sleep deprivation, and I cannot rest in privacy at the apartment.Thanks for help.
