This program will:
- Enhance national defense

Improvements over previous similar proposals:
- Planet destruction capability will be tightly controlled, requiring both a 7-day waiting period AND a majority vote in both the house and senate.
- Screen doors will be installed over all open vents, defeating attempts to blow it up with one lucky shot.
Peace-time benefits:
- Parabolic dish from laser weapon can be used as a collector for sasquatch detection and tracking.
- Refueling depot for deep space NASA missions.
- Could be rented out for parties to offset costs.
