Build The 911 Air Rescue Vehicle

With all the attacks that happened on 911 and the floods and hurricane(s) from mother nature such as Irene and Sandy; I feel this vehicle would be essential to all mankind. This vehicle would not only be drivable on the roadways, but would be able to fly straight up to high rise buildings (such as the ones in New York or Chicago etc for example); or cliffs that people need rescuing from that have fallen, or in any emergency. The difference with this emergency rescue vehicle is that it could take off from the road and go straight up (without helicopter blades) and hover and help these people faster and more efficently where fire trucks cannot go, yet they can still drive on the road as a normal vehicle as well. EMT's can administer 1st aid immediately & get them to the hospital faster.
