Build a canal from the Mississippi river, to Nevada and California

I would like to see a canal built from the Mississippi river to Nevada and California. This would reduce the constant flooding along the Mississippi and bring desprately needed water to the west coast. Also, installing hydro-electric plants close to cities where electricty is in high demand (Like Las Vegas). This would create a high demand of laborers in a variety of different fields both skilled and unskilled.
