Build a deathstar 25% the size of the original

Now i know the request for the original deathstar was shot down. but i beleive if we build it 25% the size of the original it will be possible. for example cost of original is cut by 75 % along with resources. it will still spur growth of jobs and the econemy. and it would also have a laser witha toned down power source witch will provide good defense from china if they invade from overpopulation in their country.
