Build a base on the moon that will be used to house NASA employees that will build spaceships on the moon. Because there is 1/6th gravity then it will be easier to fly them off of the moon. Also use the NASA railgun/ Scramjet launch to minimize the use of chemical rockets and be able to carry more passengers and payload. Space is a great way to create many jobs.
