The Army Corp of Engineers could build six water pipelines, three north to south, and three east to west. The east to west pipelines could run along the median of interstate highways such as Interstes 80, 40, and 10 for east to west routes. The north to south routes would be each coast and the Mississippi river. These pipelines would connect to existing dams systems, and pump water from areas that are experiencing flood conditions to areas that are in drought. To prevent transferring unwanted microbes each pipeline could treat the first 100 feet with ultraviolet light to kill bacteria. This would save money in disaster relief from floods. Create jobs in the building process, and after in the upkeep, monitoring and pumping stations. Just like FDR with the interstate system and dam projects.
