Build a nationwide fiber optic network allowing gigabit/sec internet speed and fund with a tax on data usage.

Nationwide gigabit/sec internet would allow a virtual presence rather than a physical presence at most jobs. Hence, commuting to work in an automobile will no longer be necessary for most people. Why travel somewhere at 40-70 MPH when you can get there at the speed of light?Less automobile traffic means less pollution and less destruction of the environment from paving.The improved connectivity would also encourage the advancement of remote controls so that even more factory work could be performed from the comfort of home.
The private sector does not have the will to build a large scale network so the federal government needs to act.
Funding could be achieved with a "bit tax" on data usage similar to the gas tax for funding the interstate highway system; thus usage determines payment.
