Create the first Green, Oil Refinery close to the Canadian boarder instead of building a pipeline to Texas.
This could be a job creation act for 911 veterans, coming home to a job. The government could purchase devalued land, maybe in Detroit and revitalize it with alternative energy, helping in the transition to cleaner sources of energy while supporting our fossil fuel needs. We would offset costs by not paying for the pipeline to Texas. The oil industry would be more competitive and fuel transportation costs would decrease.
Texas already receives more then their fair share of federal funds.
