Many of the petitions on the We the People site advocate changes which are not in the power of the executive branch, rely on Congress for coordination to make laws, or address the parliamentary rules of Congress.
These petitions cannot receive the attention they deserve.
There should be a separate site for the collection of petitions to be forwarded to the Majority and Minority leadership of the House and Senate. The executive branch can facilitate this by building a separate repository of petitions to be forwarded to Congress until the Congress builds a similar capability.
