Build a rainwater pipeline/drainage system in states historically stricken with floods/hurricanes/snow storms to proactively direct excess rain water to flow to reservoirs in the central U.S. drought states. The pipeline would be environmentaly safe, create jobs, lower farming costs, prevent flood disasters, reduce insurance costs, reduce Federal aid costs, etc. Reservoirs would be built on inexpensive flat lands in the central states to hold and filter water for drinking or farming. Water would be piped to the drought states, as needed. These states would pay a fair price for the piped water and all or part of the revenue would go to recover the cost of buildng and maintaining the pipeline and reservoirs. Solar and wind energy would be installed to operate the system.
