Build relationship with Afghan people by building a new secure city. Complete with defense, medical aid, and irrigation.

The goal: Create an arena for open communication and the foundation for mutual respect between Afghan and American citizens by construction a safe haven for pro-American Afghan citizens.
Step 1: Purchase or otherwise acquire at least 10 square kilometers of fertile land in the Kandahar region.
Step 2:Construct walled defenses in the center of said land encompassing at least 1/2 square km.
Step 3: Construct housing, aid stations, schools, police stations, US liaison, and sewage treatment inside walls. Construct irrigation and infrared observation posts outside walls. Note: Hire locals for contruction.
Step 4: Treat this region as a separate state dependent on Afghan law with open immigration dependent on searches of property.
Step 5: Defend region while aiding citizens.
