This project, whilst not perhaps 'secret', would do multiple things-1) It will create jobs- something we have a massive lack of. 2) it would stimulate the Space Science industry. 3) It would greatly increase national security and public peace of mind. 4) How cool would having a space fleet be?
Perhaps consider, for added funding, expertise, etc, include another government- for example the British Government.
Please consider all these points when making the decision- it coud have huge repercussions for the United States, and the world in general.
