To build a series of reservoirs along all major and secondary rivers in america,

the reason I am asking for reservoirs to be constructed along all primary and secondary rivers, is to provide flood control during rainy seasons which would allow excess water to be drawn off keeping levee's from being destroyed. and to provide an abundant source of fresh water, which will help us get through this coming period of global warming.
a series of reservoirs would also provide jobs during the construction period, and besides being a source of fresh water can be used for recreation and fishing. another use would be to take water from the reservoirs, and pump it back into the river system during times of drought like we have now! it could even be done fairly cheaply if they use the local topography along the rivers to find natural reservoirs.
