Start a program bolstering the transportation industury, ship building industry and american merchant marines.
The concept is to put a temporary 5 year hold on one section of the the Jones Act, specificly the clause that states that all domestic cargo must be moved on American built ships.
Allow american companies to build forgein built ships that can trade under the protection of the jones act.
Rule #1 - The forgien built ships must be flagged US and will fall under all US Codes, Rules and Regulations.
Rule #2 - All Ships built under this program must dry dock in an American Ship Yard for the entire life of the ship.
Allow for an extension of the foreign built clause if the program is a success.
New loans for american start up companies wishing to participate in this program.
