To build a totally separate hardwired internet for our defense & infrastructure to run off of to prevent foreign hacking

We need to build a completely separate and secure hardwired internet to connect our defense and infrastructure.
This internet needs to be highly encrypted and physically totally separate from the global world wide web and strictly limited to inside the United States. Then we could connect our defense, government, and infrastructure to it to seriously cripple foreign hacking and digital theft of US technology.
The decryption and connection technology could be highly controlled and tracked. Combine that with new federal laws that would make attempted hacking and/or tampering an act of treason and punishable by the harshest of federal punishments and we will remove the the internet from our enemies box of tricks, weapons, and espionage.
Plus...it would create jobs!
