Build a water pipeline to transport overflow water from flooded or highly saturated states, to drought stricken, in great needed states. This will stop the practice of directing storm/rain surplus to the Gulf and to the Oceans, which allow needed areas to utilize this surplus and to store and to use as needed. It will, of course be environmentally safe, preserve our natural resources and create and maintain jobs.
