I believe that the U.S President should release the "Labor Salvation Act," this act will approve the construction of large facilities/factories that will provide a combined estimate of 15,000 jobs in every state of the U.S. These facilities will have to be incarnated into their own district or become a part of another. The initial size of these structures have yet to be idealized.
The only issue with this act would be National and International debt. Although, this can be avoided if the President or the Government allow the people of the U.S donate their money towards the cause. Allowing the people to donate any amount from $0 U.S dollars to $1,000 U.S dollars.
I believe that this act will work if other countries agree to send certain supplies and or resources to create the structures.
