Building the Dakato Access Pipeline is an illegal act without an Environmental Impact Statement. Enforce the law.

The National Environmental Policy Act requires an environmental impact statement before a federal permit is granted. The law states there must be a cost benefit analysis assessing the environmental impact of major federal actions affecting the environment if there is a change in use or a diminished value of federal or publicly owned resources. The Energy Transfer PTR have skirted the law by falsely implementing a loophole that gives an allowance if less than an acre is involved. The pipeline is a continuous 1700 mile pipeline. This in no way complies with the law. The findings of an impact statement will show massive carbon pollution, and water poisoning, with little gain. The crude oil will be shipped to China, and provide 50 jobs. Trump must abide by the law if Obama enforces it.
