Focus equally and separately on ammunition. Guns don't kill, bullets do. Attach the societal cost to the price of ammunition, like taxing liquor, tobacco or gambling.

Ammunition would be available in a state or federal run stores. Purchases would be recorded in a national database that includes current address, background checks, finger prints, psychiatric certificates, photo ID, guns owned, bullet purchases, gun sales, and changes to mental health.
