Bury all electrical wiring underground in areas prone to hurricanes, winter storms and tornadoes

Year after year, winter storms, hurricanes and tornadoes knock down power lines due to falling trees etc.
In the age where dependency on electricity is crucial, overhead power lines take us back to the 1950's. The US is one of the few western countries where power lines to homes are still above ground. The continuum of storms taking down power lines, line men restoring power, followed by another storm taking down those same power lines seems to fit the description of insanity.
Please create a public works project to bury all power lines and help improve uptime of power to everyone.
This project will create American jobs, and will improve everyone's lives for the future
