Business buyout program

I would propose to implementing an account in which In theory we would be able to settle(not foreclose) with failing business’s to obtain cheap affordable real estate and build these places into smarter business’s that are relevant to the supply and demand of that economy at the time.
It would not only help the economy by providing failing business’s with an way out of the lifestyle of daily stress and economic woes, but it would in addition add to the atmosphere our city by adding success to these areas just like if you increase the pot of good apples if you decrease the quantity of bad apples you also gain a larger chance of winning.
