The government derives its power from consent of the governed and when it becomes ineffective and destructive of our unalienable rights, "it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness."

Repeatedly in recent years, this government has shown that it is unable to complete the job for which they were hired. We the people are, therefore, calling for an amendment to the United States Constitution providing for penalties to Congress for inaction on, and repeated inability to pass legislation, including, but not limited to severe cuts in salary and termination of employment by the American People.
