b)The House Term must be extended so that:
1)Decreases the volume of money and money influence in congressional campaigns
2)That incumbency is earned on a timeline where legislation can be judged for its effectiveness
3) So that important policy is not procrastinated (difficults can kicking)
4)Ends the campaign centrism of congress business
5) Stabilizes the Rules of Congress so that new candidates and generations can be prepared for public service; In this amendment is deemed necessary then a standard set of ethics for congressional conduct that cannot be altered other than by amendment for another better nontransient set of ethics and bill crafting no sooner than 50 years.)
