Call for a Constitutional Amendment allowing Washington, D.C. to have voting represenation in Congress.

Although Washington D.C. has a voice in choosing the President with electoral votes, it has no real voice in Congress because it's represnatives have no voting power. The citizens there should have say in government just as the citzens of states do. This can only be done legally by calling for a constitional amendment to give Washington D.C. represenatives in the House and the Senate.
