Call for a constitutional amendment that would give the voters the power to discontinue the pay of legislators.

Give the voters the ability to fine members of congress up to their entire yearly pay for failure to perform their duties as representatives of the people. Just as over the past four years congress has not accomplished anything their pay should reflect their level of work. In what business would we pay people so much for two or six years of absolutely nothing. The fines could be used to pay down the federal debt.
