Call for a Constitutional Convention to Change the Election process for Congress

To accomplish the True representation and truly provide the power of government will eternally be "By The People, For The People and Of The People" not corporations, or one economic class that buys its way over the good of The People I propose the following:
Both Houses of Congress shall reflect the percentage of population of the entire country based upon the various socio-economic tax classifications as determined by the IRS.
Example: If 2% of the total population are millionaires, then each House can only have 2% , the next IRS classification has 17% then 17% in each House, etc.
This would empower the majority of the entire country because the majority exist in the lower tax brackets and would in all probability vote for their (the majority's) best interests. True Democracy.
