CALL FOR A CONSTITUTIONAL CONVENTION IN ORDER TO PASS A BALANCED BUDGET AMENDMENT

In as much as the federal government of the United States is incapable or unwilling to be fiscally responsible, we the people DEMAND that a Constitutional Convention be assembled to adopt a BALANCED BUDGET AMENDMENT, to read as follows:

Amendment 28

Section 1
Beginning in the fiscal year 2016, the budget of the federal government will be balanced. Congress will not budget any monetary amount greater than that expected to be collected in revenue, except as described in Section 2 of this amendment.

Section 2
In the case of federal emergency, declared by the President of the United States, the budget may be temporarily run at a deficit, provided that both houses of Congress approve the budget by a two-thirds majority .
