The repeal of the 17th amendment will return the election of senators to the state legislatures giving the states a voice in federal legislation. This is how the Framers originally constructed our government per Madison in Federalist #62. The House was the people's voice and senate the state;s voice in legislation for the country. With the change to popular vote for senators, we now have two branches of government for the people. Congress has passed many laws that burden states with mandatory spending for federal programs only because there was no state representation in the federal branch.
