Irresponsible gun use is epidemic in America, and no law which restricts the sale of any firearm has a snowball's chance in Hell of bypassing the gun lobby--er, Congress.
In order to give society legal recourse in the event of irresponsible gun use, make rules, similar to the NRA's Gun Safety Rules, Federal law for operation of firearms. Make disregard for such rules a Federal offense when it leads to property damage, injury, or death.
