you cannot legalize a kill quota in an established whale sanctuary or legalize commercial whaling in the waters south of sixty degrees without violating the Antarctic Treaty that prohibits commercial activity in the waters around the continent of Antarctic.
This is commercial whaling defended by Japanese Coast Guard Troops and is not Scientific Whaling. Studies have shown that non-lethal means may obtain the same information without killing the whales.
It is time for America to defend it's treaties.
