As we advance as a civilization our policies should as well. The shoot to kill tactics being trained now must be left to the wild west days. We have tactical training that can enforce none lethal shots that would put down an individual without killing him. If they can't train them to not shoot for vital spots then immediate funding needs to be fast tracked for developing a hand gun that uses ammo that would knock them out for an extended period of time without killing them. This is America and if there is one thing we are good at its pioneering new technology.
