We urge USCIS to improve the H-1B cap random selection process in FY2018. Currently, USCIS does not screen for multiple filings of H-1B petition for a same beneficiary before drawing lottery and therefore allows people with multiple petitions have a higher chance of being selected, which results in an unfair game. Each beneficiary should share the equal opportunity. We call for a change in the lottery process. One way to tackle this problem is to generate a bar code on the cover page of each petition; the bar code should include basic information of beneficiary's identification, cap type (i.e. US advance degree or regular), email address, etc. These can be easily scanned into the system, then help USCIS to identify multiple petitions and grant each beneficiary only one lottery ticket.
