Call for international quarantine of all chemical weapons in Syria during conflict instead of taking military action.

Instead of attacking Syria over use of deadly chemical weapons there, call for Russia, China, Britain, France and the US together or the UN to call for Assad regime to turn over all deadly chemical weapons to international quarantine outside Syria for safekeeping until conflict ends.  This would not be contingent on finding violations of international law.
This would prevent further chemical weapons violations without violence and consistent with Syria's sovereignty. It would help the Assad regime and all others there prevent the use of chemical weapons in Syria.
Background facts: The Assad regime asserts that it has not used deadly chemical weapons and wants to keep others from doing so. Turning over the weapons is not an admission that the Assad regime has used them.
