This loophole is an egregious misuse of Billions of dollars in funds provided by the US taxpayer for the maintenance of National security, our government and the social needs of America at large. It is unconscionable that while debates are raging in Congress across party lines on how best to solve this Nation's debt crisis, which include dramatic impacts to spending in support of the very young and the very old, Congress and the Treasury would allow this loophole to continue.
