Call the Mexican Pres. and provide Fed Support to return my children who were kidnapped and wrongfully taken into Mexico

In March of 2010 my former spouse without my knowledge and consent took our two children into Mexico and has never returned with them. Indiana courts have awarded me full legal and physical custody of my two minor children, and have requested local authorities to assist in their return.
Visits to my local police station were unsuccessful in which I was told to "Contact the FBI."
A case was filed with the Department of State which they told me there's nothing they can do and this happens all the time.
My children were wrongfully taken into Mexico and all my parental rights have been denied by my former spouse. I have been fighting for two years to bring them home, but without any support from either the US Government or the Mexican Government, my children remain in Mexico illegally.
