Taxes should be tied to the original Colonists' Boston Tea Party Complaint: NO TAXATION WITHOUT REPRESENTATION. This is what sparked our independence, & which resulted in this great Nation, the USA. As a simple matter of economics, The average citizen has limited access to govt representation, while the very powerful & wealthy elite have almost unlimited access, & can even pay full-time lobbyists to affect change on thier behalf. (e.g.: ALEC) Since "Equal Justice for All" is the best we can strive for, yet impossible to achieve in reality, there should be compensation via tax codes to level that justice scale, as well as for the actual Representation in Gov't one has as scaled to income. Additionally: Direct or indirect (For-Profit) Lobbying activity? - Enforce that disclosure on IRS forms
