The Apportionment Act of 1911 sets the number of seats in the US House of Representatives at 435. With the growth of the US population, a citizen in 2013 has less of a voice in the House than a citizen in 1911.
The President should call on Congress to revise this entirely statutory limit upward or to adjust the number of seats decennially rather than reapportion a limited number of them.
