Call for a special election for President. Each state using paper ballots and requiring ID and to be monitored with film

Where as a recount of the existing ballots would not eliminate the instances of fraud and reassure the American people of a true outcome; a new election could be conducted in a environment without the appearance of voter fraud by requiring proper identification of all voters as live American citizens with the right to cast a vote. To be conducted with monitors of/by the State National Guard and filming of all polling places to include a clear and documented chain of custody concerning all ballots from voting precinct to final certified and registered counts. Ballots would be of paper to allow for a permanent record.
