A Motion of No Confidence, according to Wikipedia, is "a statement or vote which states that a person in a superior position... is no longer deemed fit to hold that position. This may be based on said person falling short in some respect, failing to carry out obligations, or making choices that other members feel are detrimental."
In the past few years, the number of filibustered motions put to the congress has skyrocketed. Motions and ideals that have a supermajority of support in national polls fail to even go to vote.
Congresspeople's jobs are to represent their constituents. They are not. Their job is to enact laws and ordinances for the betterment of the country. They are not.
In other fields, people who fail to do their jobs are fired. Call a vote: Ask the people to fire Congress.
