Specifically:
1. Banning contributions of time and money to candidates or special interest groups by any persons not permanent residents of the district in which the election is held. Outlaw pass through contributions.
2. Banning contributions of time and money to candidates or special interest groups by any corporation not headquartered within the district in which the election is held.
3. Banning advertisement in any media by any individual, group or corporation not a resident of the district in which the election is held.
No system is perfect, but the House of Representatives have a fiduciary responsibility to represent the members of their district and no others. Therefore the support for Congressional campaigns should only come from within individual districts.
