The U.S. has several territories (Guam, Puerto Rico, etc.) considered part of the U.S. federally, but not states. These territories have no representation in federal institutions, yet are bound by them. The commonwealth status they hold is an unnecessary holdover from a bygone era, and territories need to be either elevated to the status of full and equal states with votes and seats in Congress, or recognized as sovereign nations.
