It is hazardous to the residents of the area next to freeway to suffer and be exposed to pollution and noise while Caltrans carry on construction and freeway enhancement projects for the longer durations that goes for months. Caltrans suppose to build a sound wall for the residents next to freeway in the areas where they have carpool lanes but these walls are usually pending for years where it should be in place before ground breaking.
