congress and senate Term Limits. no more than 2 consecutive terms, followed by a 1 term "sabbatical", after which they would be eligible for re-election.
we as a people Have no voice with the current system.
Term limits i believe is a starting point that must be accomplished to enable further reforms.
the current entrenched incumbents have become far to complacent, wielding far too much power, plain and simple. break the chains of lobbyists, break the chains of complacency that is a major problem for many incumbents currently holding seats for decades. get fresh blood in there, fresh perspective, folks who know they have a set time frame to earn the public's trust for re-election after the required sabbatical.
if Terms Limits are OK for the President, they're OK for these folks also.
